Srinagar: Government of Ladakh on Tuesday introduced recruitment guidelines for the newly established Union Territory, reserving the roles completely for the locals. The order signed by the lieutenant governor, fulfils the demand of the locals who had been feeling susceptible after abrogation of particular standing of erstwhile state of Jammu and Kashmir.
“No person shall be qualified for appointment to the Service unless the person is a Resident of Union territory of Ladakh,” reads the clause 11 of the Union territory of Ladakh Employment (Subordinate) Service Recruitment Rules, 2021 issued by the Lieutenant Governor of Ladakh in train of the powers conferred by S.O 282(E) dated 21.01.2020.
Service have been outlined to imply “service as constituted under these Rules.” The Rules, outlined underneath part (j) means the Union territory of Ladakh Employment (Subordinate) Service Recruitment Rules.
However, this Rule shall not apply to individuals allotted service in Union territory of Ladakh underneath the provisions of part 89(2) of Jammu and Kashmir Reorganization Act, 2019, or such Rules as could also be prescribed by the Administration, it stated.
Appointment to the Service shall be made by direct recruitment; or by promotion offered that the phrases and method of appointment by absorption shall be as notified by the Administration by a normal or particular order.
It is additional offered that the competent authority to nominate an individual to the Service by absorption shall be the Administration.
However, on the date of graduation of those Rules, individuals who’ve already been appointed substantively to a publish within the cadre of J&Ok Employment (Subordinate) Service and eventually allotted for service within the Ladakh in accordance with the provisions of part 89(2) of the J&Ok Reorganization Act, 2019, shall be deemed to have been appointed to the Service on the preliminary structure.
It can also be offered that an individual appointed by a reliable authority substantively to a publish within the cadre of J&Ok Employment (Subordinate) Service on the suggestions of a Board after the appointed day shall even be deemed to have been appointed to the Service on the preliminary structure and the companies rendered by him previous to the graduation of those Rules shall rely for the needs of guidelines regulating his situations of service.
Regarding eligibility, the age restrict and different {qualifications} for direct recruitment shall be as prescribed by the Administration. “A person already in Government service would be required to apply through proper channel for direct recruitment against a vacant post in the Service, if he possesses the educational and other qualifications prescribed for recruitment to such posts,” learn the Rules.
Regarding interpretation, the notification says that if any query arises regarding the interpretation of those Rules, the matter shall be referred to the Administrative Department whose choice thereon shall be ultimate and binding.
