The Union Ministry of Electronics and Information Technology (MeitY) has proposed guidelines to allow Aadhaar authentication by entities apart from authorities ministries and departments. This is a part of the federal government’s dedication to make Aadhaar people-friendly and allow ease of residing and higher entry to providers for residents.
“Through an modification enacted in 2019 to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016; entities have been allowed to carry out authentication if the Unique Identification Authority of India (UIDAI) is happy with their compliance with regard to requirements of privateness and safety specified by rules and is both permitted by legislation to supply authentication providers or seeks authentication for a prescribed objective,” the MeitY said in a statement.
Aadhaar authentication is a process by which the Aadhaar number along with demographic information (such as name, date of birth, gender etc) or biometric information (fingerprint or iris) of an individual is submitted to UIDAI’s Central Identities Data Repository (CIDR) for its verification and UIDAI verifies the correctness of the details submitted, or the lack thereof, on the basis of information available with it.
Currently, government ministries and departments are allowed to undertake Aadhaar authentication under the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, in the interest of good governance, preventing leakage of public funds and enablement of innovation and the spread of knowledge.
“Now, it is proposed that any entity other than a government ministry or department that desires to use Aadhaar authentication for the purpose of promoting ease of living and enabling better access to services, or usage of digital platforms to ensure good governance, or preventing dissipation of social welfare benefits, or enabling innovation and spread of knowledge, it shall prepare a proposal giving a justification as to how the authentication sought is for one of the said purposes and in the interest of the state and submit the same to the concerned Ministry or Department of the central government in respect of central subjects and of the state government in respect of state subjects,” it stated.
According to the assertion, if the ministry is of the opinion that the proposal submitted fulfils such a objective and is within the curiosity of the state, it’s going to ahead the proposal together with its advice to MeitY.
