‘Sabki Yojna Sabka Vikas’ campaign launched for inclusive preparation of Gram Panchayat Development Plan

New Delhi: Union Minister of State for Panchayati Raj Kapil Patil on Tuesday (August 2) in Loksabha concerning the ‘Sabki Yojna Sabka Vikas’ campaign. 

Under Article 243 G of the Constitution, Panchayats have been mandated for the preparation and implementation of plans for financial growth and social justice. Thus, Panchayats have a major function to play within the efficient and environment friendly implementation of flagship schemes/packages on topics of nationwide significance for reworking rural India.

With this intention, the People’s Plan Campaign titled ‘Sabki Yojna Sabka Vikas’, for inclusive and holistic preparation of Gram Panchayat Development Plan (GPDP) was launched from 2nd October 2020 to thirty first January 2021 as was completed throughout 2018 and 2019.  In this endeavor, convergence was sought with all Departments referring to 29 devolved topics listed within the XIth Schedule of the Constitution.

The aims of ‘Sabki Yojna Sabka Vikas’ broadly embody strengthening of elected representatives and Self Help Groups, evidence-based evaluation of progress made in 2020-21 and proposals for 2021-22 in all 29 topics of XI Schedule, public disclosure on Schemes, funds, and so on. and the preparation of inclusive, participatory and evidence-based GPDP for 2021-22 by way of structured Gram Sabha involving entrance line staff/ supervisors of all 29 sectors of XI schedule.

The campaign aimed to assist Gram Panchayats (GPs) within the preparation of convergent and holistic GPDP by way of the identification of sectoral infrastructural gaps in respective areas. The approval of GPDP for the 12 months 2021-22, nicely upfront, will present GPs full 12 months for implementation and efficient monitoring of works.
