IMPHAL: Manipur Chief Minister N Biren Singh on Saturday hinted that exterior forces or components might have had a hand within the ethnic violence, which has claimed a number of lives within the state, including that it appears “pre-planned”. Our priority is to restore peace and normalcy in Manipur,” Biren Singh stated.
